The Amazon Central Highway Concession is a 30-year transaction to improve, construct, operate and maintain 847km of national highway between the cities of Lima, on the Pacific Coast, and Pucallpa in the eastern department of Ucayali, and the highway connecting La Oroya and Huancayo within the department of Junín.
The corridor has traffic of 15,200 vehicles which connects Pucallpa in the Ucayali department (passing the cities of Tingo Maria, Huánuco, Huancayo, and La Oroya) with the port in Callao and the Jorge Chavez Airport in Lima. From Lima to Tingo Maria the road is asphalt and the understood highway in the Tingo Maria to Pucallpa portion is also asphalted. In this region, a critical geological fault zone, named Las Vegas, was discovered between the Pumahuasi Bridge and the Chino Bridge, increasing the risk of the future damage or collapse of the highway. The Ministry of Transport and Communications (MTC) has agreed to assume theses costs for the construction of this critical section to eliminate any additional financing needed to assume the unexpected collapsing of the highway. To date, the MTC is working on the improvement and rehabilitation of the Neshuya-Pucallpa and Aguaytia-San Alejandro sections which will be incorporated into the concession for operation and maintenance.

The concessions model with a competitive bidding process allows the Government of Peru to reach a new level of needs based on the concession contract while leaving the technical solutions to the concessionaire. The concessionaire will propose technical solutions which are feasible from both an economic view as well as durability and security perspectives. Additionally, the concessions will utilize 8 toll booths: Five of these will begin in the first year of the concession and 3 additional toll booths will collect tolls upon completion of construction. The tariffs will be fixed by the Supervisor of the Transportation Infrastructure (Ositran) and the state to guarantee minimum revenue to the concessionaire. Moreover, the concession of IIRSA CENTRO guarantees that the road will be properly maintained following international service standards over the life of the concession. The Peruvian Government by turning to the private capital market for the requited investment financing will lessen the pressure on the GOP’s fiscal budget, freeing scarce tax generated resources to be focused on other public sector priorities such as education and health.
