Growing and redistributing incomes is a challenge for Peru, an economy with huge potential but high poverty, especially in the rural Sierra and Selva.It is not enough to redistribute already generated incomes through good tax policies and efficient social expenditure; mainly, it is necessary to redistribute the capacities to generate income. From our experience, this is associated mainly to the market and not only to increasing productive capacities.

This extensive issue reports on PRA-supported experiences in several parts of the country, which show that many small producers articulated with private companies are already connected to international markets; and that they would greatly benefit from an FTA with the U.S. Such are the cases of artichoke production by TALSA and Agromantaro SAC in the Mantaro Valley;and the formation of a cluster for the production and commercialization of trout in Huancavelica, led by Piscifactoría Los Andes.

This issue presents two cases of joint work between the PRA and local enterprises in programs involving items benefited by the ATPDEA: alpaca sweaters (MakiwaninHuancayoand Royal Knit in Puno) and gold manufactures (three jewelry companies in the city of Cajamarca). Many PRA initiatives developed in the Corridors to promote a vertical integration with small producers are inspired by the enterprise-client approach. In this issue we present the PRA’s intervention in the case of the production of harsh cotton by ASFERA in the Selva; the experiences of CooperativaBagua Grande and VOLCAFE; the articulation of Huánuco’s producers of capiropotatos with Frito Lay, among others. The central pages are dedicated to Compañía de Minas Buenaventura’s US$1.1 million investment to implement ESC Huancavelica.

During their first year, the Economic Service Centers have worked on the creation and strengthening of Regional Support Committees in each Economic Corridor. This issue presents the cases of the Chavín Tourism Task Force, formed by several important institutions: CM-Prisma, DRITINCI, CARE Perú, the Chavín Chamber of Tourism, and the local council; and of the Cajamarca Corridor, where the ESC and the Cajamarca Chamber of Commerce have launched a Task Force to promote the expansion of the local airport.

The PRA Project promotes enterprises interested in the Peru – Brazil bilateral trade initiative through the development of three Economic Corridors, especially the Pucallpa – Manaosriver route. Production, organized mainly in the Huánuco and Huancayo Corridors, is expected to grow as profitable and sustainable trade opportunities materialize.
