CSE Puno

Puno City is located on the Collao plateau (4,000 m.a.s.l.), 1,324 km southeast of Lima. It limits to the north with Madre de Dios; to the east with Bolivia; to the south with Tacna; and to the west with Moquegua, Arequipa, and Cusco. Puno’s landscape is a vast plain covered with pasture and scrub, with snowcapped mountains as a backdrop. Its geography includes rivers (Suche, Huancané, Ramis, Coata, Ilave, Desagüadero and San Gabán), lakes (Titicaca and Arapa), lagoons (Saca Cocha and Unayo), and snow-covered mountains (Viscachani and Ananea).

The maximum temperature for the Department of Puno is 22ºC and the minimum is 14ºC. The average temperature in Puno City is 15ºC - 22ºC in summer and 5ºC - 16ºC in winter. The weather in Puno City is warmer than in other provinces due to the heat gathered during the day and released during the night by the waters of Lake Titicaca. In Juliaca, one of the coldest towns in the region, the average temperature is 10ºC to 15ºC in summer and -5ºC to 8ºC in winter.

Puno is linked with Arequipa, Moquegua and Cusco by highway. The distance from Lima can be covered in 17 hours by ground transportation, with a stop in the city of Arequipa. There is a special railway service for tourists visiting Cusco. Puno is also linked with Bolivia by highway. The Interoceanic Highway, which will link the Pacific Coast of Peru with the Atlantic Coast of Brazil, is envisaged to pass through Puno City. Inca Manco Cápac International Airport, located in the city of Juliaca (one hour from Puno) receives flights from Lima, Cusco, and Arequipa. Flights to Lima’s Jorge Chávez International Airport take 1 hour and 45 minutes.

ESC Puno is financed under an agreement between Minsur and USAID signed in January 2010
